Top story
Mayor Robert Phinney announced that the village received
a $24,000 state Quality Communities Grant. The money will pay for a
consultant to help create a new comprehensive plan for the village, which
will replace the one written in 2000. The village has completed all but one
of its goals in the present plan. The only remaining item is to install a
sidewalk along Route 9 between Beach Road and Williams Street, Phinney said.

Phinney encouraged village residents to attend a 7 p.m.
Jan. 18 public workshop at the village hall on waterfront revitalization
along the Hudson River and the Feeder Canal. Residents attending the meeting
will be broken up into groups to discuss their visions for the waterfront.
The Jan. 18 public workshop is one of three. The other two, also at 7 p.m.,
will be held at the Rogers Island Visitor's Center on Jan. 17 and at the
West Glens Falls Fire Department on Jan. 24.
Phinney announced he would no longer require the Village
Board's liaisons to the village Planning Board and Zoning Board of Appeals
to attend those boards' meetings. The rule was a mayoral policy Phinney put
in place about four years ago, he said. The liaisons were required to attend
the meetings and, though not required to, often sat with the Planning Board
and Zoning Board members, instead of with the audience. Phinney said recent
conversations with officials from other governments and advice from the
village attorney led him to question the policy. Village Board members'
presence at the meetings, specifically sitting with the other boards'
members, gives the appearance of influence on those boards' decisions,
Phinney said. The Planning and Zoning boards are supposed to act
independently of the Village Board, he said. After polling Village Board
members and finding a majority agreed, he eliminated the policy. Village
Board members can still attend Planning Board and Zoning Board meetings as
audience members.
